After the kings were expelled from Rome the senate became the most powerful. They passed laws and they elected the chief executives. When the Roman Empire was created the Emperors gained more power. Then they established a Republic as their form of government. This means that Roman citizens elected who went into power. The senate ran the government.

Life in the upper class was based on politics. Most of them were men that served in the senate. Senators had to prove that they had property worth at least 1,000,000 sesterces. They were prohibited from engaging personally in nonagricultural business, trade or public contracts. They wore white togas.
People in the lower class had various restrictions on their rights. They were not able to run for public office. Some lower class Romans were citizens and they were fairly poor. They had no distinction of dress, though their names indicated their status.
